POSITION OVERVIEW
DEFTEC Corporation seeks Human Resource Support (Military and Civilian) to support the Space Training and Readiness Command Human Capital Directorate (S1). The S1 reaches across the STARCOM Enterprise to provide Personnel support (Military and Civilian), manpower support, systems and program integration, and civilian pay oversight. STARCOM/S1 develops United States Space Force (USSF) and United States Air Force human capital policies to prepare STARCOM forces to prevail in a Contested, Degraded, and Operationally Limited (CDO) environment. This position will provide support and assistance in managing and operating program-related HR tasks.
JOB RESPONSIBILITIES:
• Provide HR support/customer service to military and Government civilians daily.
• Maintain the personnel database of all employees and manage personnel in and out-processing.
• Review, track, and update civilian vacancies, including position nomenclature, in coordination with the government manpower manager.
• Manage the Position Requirements Document (PRD) library.
• Assist the Acq Demo Program Manager in managing the Acq Demo program.
• Provide PRD Classification services and support to the Government civilian personnel team members.
• Provide employee management Relations and bargaining unit employee support to government civilian support team members.
• Provide relocation, Transfer of Work/Transfer of Function, and Host Tenant Support Agreement (HTSA) support to the Government Civilian Personnel support team members.
• Assist the government military personnel support team members in managing the transition workload of military assignments.
• Assist the Government Military Personnel support team members in updating and managing the Military Personnel Data System (MILPDS), MyFSS, and vPC systems.
• Assist the Government Senior Leader support team in managing the Senior Leader programs, including promotion board prep, compiling senior leader records, and managing the STARS data (received from ETMO) for accuracy.
• Review, track, update, and submit all vacancy ads for the military Vacancy Master List.
• Update duty titles, raters, positions, and other personnel data for military members.
• Review, maintain, and support updates to the Unit Manning Document UMD) to reflect new gains, losses, Security Access Requirement codes, duty title changes, and any division/branch personnel changes.
• Review, update, and track awards.
• Coordinate all reserve man days and long tour orders, including funding.
• Manage deployment training for military personnel within the deployment window.
• Work with appropriate managers/supervisors to update duty titles, raters, positions, and other personnel data for military members.
• Work with the Functionals to ensure maximum utilization of manpower and manage the status of ongoing personnel actions.
• Prepare inputs to support various STARCOM/S1 Division Chief and S1 interests at weekly Directorate Leadership Meetings, Commander Update Briefs, Chief of Staff Meetings, and other ad hoc meeting requirements.
• Conduct weekly status briefings for division leadership and be prepared to conduct status briefings for the S1 upon request.
• Track and monitor civilian appraisal processes, including midterm progress reviews, annual appraisals, and submissions for cash and time off awards. The Contractor shall assist the S1 in training the STARCOM personnel with the transition from the Defense Civilian Personnel Data system and processes to the Contribution-Based Compensation and Appraisal System Software for the Internet system and processes.
• Communicate with the Air Force Personnel Center (AFPC) career field manager on Key Career Positions, Palace Acquire Positions, and Career Field Broadening Positions (i.e., recruitment, position reviews, and staffing actions).
• Coordinate with AFPC Operations Career Field Managers on applicable roadshow visits, including setting up and creating counseling session products and teardowns. Assists with new hire interviews, including room reservations, setup, preparation of binders, preparation of applicable Excel spreadsheets, and teardown.
QUALIFICATIONS:
Required Qualifications:
• 5+ years of experience with USAF or USSF manpower or personnel
• Knowledge and working experience in Military Personnel Data System (MILPDS), MyFSS, and vPC systems
• Bachelor's Degree
• Top Secret security clearance
Preferred Qualifications:
• Experience with Envision Platform
